Specifications include, but are not limited to: The work will consist primarily of the review and valuation of commercial property in the City, using Market Drive as directed. The appraiser(s) shall provide a new computer sketch of the commercial property using Apex software. The appraiser(s) shall defend values at Open Book, Board of Review and 70.85 hearings. If the property goes to court on appeal the Contracted appraiser(s) shall be required to attend these appeals. The appraiser(s) shall provide assistance with commercial and residential reviews, owner requested reviews, and reviews of mobile homes and sales reviews of commercial and residential properties. The appraiser(s) shall provide maintenance and updates to the City’s commercial and residential databases and Assessor’s website. They will also be responsible for updating and establishing market models in the Market Drive software for use in valuing properties. The appraiser(s) will be responsible for reviewing potential development projects and establishing a preliminary value based upon developer provided data. The appraiser(s) shall provide their own transportation for site work. The appraiser(s) will log work performed on a daily basis and the contractor shall provide a monthly report to the City Assessor showing hours worked and tasks completed. The appraiser(s) shall follow the rules and regulations governing City employees while performing work on behalf of the City and will act in a courteous and professional manner while representing the City. Appraisers’ working hours will vary based on workload. Basic schedule is Monday-Friday. The contractor will notify the Assessor at least one (1) week in advance as to when staff will be in the City. Work for the contracted appraiser(s) will be directed by the City Assessor and the appraiser(s) will work cooperatively with the City staff appraisers. There are an estimated ten (15) TIF districts in this area and Scope of Services. The Contractor will be responsible for DOR reporting, including the MAR, for the duration of this contract. These reports must be completed by using Market Drive Software. The total number of commercial properties to be valued in the City per this Scope of Services varies, The commercial property value is approximately $2 billion.
