Specifications include, but are not limited to: 3.1 Perform outbound call services. A list of persons will be provided daily from the State to the selected contractor. The contractor will make outbound calls and visit with these persons about the opportunities and benefits South Dakota has to offer. A script will be provided by the state. 3.2 Perform inbound call services. When performing outbound calls, the caller will leave a message or voice mail with a call back number if the person being contacted does not answer. Inbound call services will be limited to those persons who have been contacted via outbound calls. 3.3 Reporting. The contractor will provide a daily report to the state which shall include the following information: name, address, phone number, call disposition, number of attempts to contact the individual, attempted calls converting to conversations, total call volume for both inbound and outbound, and be willing to provide other data as may be requested by the State. 3.4 Daily call volume will fluctuate greatly depending on how aggressively advertisements are placed. Historical outbound call volume has ranged from 10 to 1,800 calls per day with most days being fewer than 500. Historical inbound call volume has ranged from 1 to 55 per day with most days being fewer than 30.
