Specifications include, but are not limited to: DWDB is seeking a project manager to oversee the Workforce Innovation ARPA project. This project seeks to identify training programs and nontraditional training delivery methods to help Delawareans find employment in high growth, high demand and/or emerging industries. The goal of this project is to establish at least 5 new training programs across all counties, within industries identified as high demand high growth or emerging sectors. The target audience for participation in the programs includes unemployed/underemployed individuals, unemployed women, and particularly those that have barriers to employment. 1. Duties include but are not limited to: a. Develop a detailed project plan to monitor and track grant progress. This includes setting targets for milestones and adhering to deadlines. Adjusting schedules as needed. b. Coordinate all workstreams and execution of multiple projects. c. Ensure that all projects are delivered on-time, within scope and within budget. d. Ensure resource availability and allocation. e. Manage changes to the project scope, project schedule, and project costs. f. Measure performance and outcomes. g. Create and provide necessary reports and report all necessary items to the Executive Director of DWDB, the board, and the governor’s office. h. Manage the relationship with relevant stakeholders. Serve as the point person for the project with all stakeholders. Report back to all stakeholders as necessary. i. Perform risk management to minimize potential risks on new programs prior to funding grants or RFP. j. Create and maintain comprehensive project documentation. k. Track project performance, specifically to analyze the successful completion of short and long-term goals. l. Meet budgetary objectives. m. Adhere to all ARPA compliance matters. n. Perform other related duties as assigned. o. Additional services/facilitations may be contracted by Delaware through negotiation with the selected entity and subsequent contract amendment. 2. Project manager requirements: • Proven working experience in project management. • Excellent client-facing and internal communication skills. • Excellent written and verbal communication skills. • Solid organizational skills including attention to detail and multitasking skills.
