Specifications include, but are not limited to: 1. USPS CPU Customer Retail Counters USC Postal Service operates two (2) USPS Contract Postal Unit Customer Retail Counters on the Columbia campus providing postage stamps, mailing / shipping supplies and U.S Dept. of State Passport Application services to the University community and the public. All sales and services are performed in person at each respective location below. Retail Counter Locations a. USC Postal Service – 1600 Hampton St, Columbia, SC 29208 b. Student Mail Center – 1400 Greene St, Columbia, SC 29225 2. Retail Counter Clerks a. Capability to accept assigned unique Clerk ID for retail clerks at each Retail Counter location for following: i. POS login ii. Sale of assigned USPS postage stamp inventory. iii. Sale of mailing/shipping supplies (sold from a “lot”) 3. Postage Stamps (Stamp Stock) a. Purchase, maintain and issue in accordance with Retail Counter locations. b. Scan and manual of entry product item number and barcodes item numbers assigned to USPS stamp stock. c. Issue to Retail Clerks by assigned Clerk ID at each Customer Retail Counter location. 4. Mailing and Shipping Supplies a. Purchased and maintained separately by Retail Counter locations. b. Scan and manual entry of product item numbers and barcodes in POS. c. Sold by Retail Clerks from a “lot” by scanning of barcode item number. 5. Payment Options a. Cash b. Checks c. Major Credit Cards d. University’s Carolina Card 6. Hardware a. The Contractor shall provide Credit Card Terminals with its POS solution. The Contractor shall ensure the Credit Card Terminals are compatible with POS solution and have the ability to integrate with First Data/Fiserv via a gateway. The Credit Card Terminals must be fully P2PE PCI compliant solution for card processing approved by PCI Council and CampusGuard. The terminals must be an approved PTS device and listed on the following website - Official PCI Security Standards Council Site - Verify PCI Compliance, Download Data Security and Credit Card Security Standards. The device must also have an expiration date of no less than 24 month from the date of purchase. b. The University will supply- Computers / Monitors / Receipt printers (Epsom TM- T20 M249A/ cash drawers – APGVB320-BL1616 / barcode scanners currently used at each Customer Retail Counters if this equipment is compatible with the Contractor’s POS solution; otherwise the Contractor should supply hardware for the POS solution. 7. Solution a. POS Solution – preferably cloud based (4 POS Systems & 4 back offices) i. Postal Service - 1600 Hampton St (2) POS systems and (3) back offices ii. Student Mail Ctr – Russell House (2) POS systems and (1) back office b. Software as a Service – Update software without requiring vendor to be on-site. c. Must be able to run in a virtual environment, specifically VMware and MFA capabilities. d. Credit Card Processing Component – Must be fully PCI and P2PE compliant. e. Integration - Capability to integrate the two (2) separate USPS CPU Customer Retail Counter locations. f. Inventory Management (by customer retail counter locations and clerk ID numbers) g. Customization – As required for POS solution to meet the needs of USC Postal Service and Student Mail Center.
