Specifications include, but are not limited to: This RFP seeks P3 proposals to establish a state-of-the-art Behavioral Health Facility tailored to provide specialized care to criminal justice involved patients who present with a primary mental health and or substance-use diagnosis. The envisioned facility will serve as a beacon of hope, offering a haven for healing, recovery, and rehabilitation, while distancing itself from the stigma often associated with judicial environments. In tandem with the aforementioned objective, this RFP aims to identify a competent entity to assume the substance-abuse program (DOC SAP) contract overseen and administered by the Kentucky Department of Corrections. This includes shouldering all intrinsic responsibilities, ensuring that those within our corrections system receive evidence-based, compassionate, and effective behavioral healthcare. The DOC SAP contract responsibilities may be temporarily facilitated both inside the detention center and or within the Behavioral Health Facility. Kenton County acknowledges that individuals booked into custody at the detention center will necessitate specialized care at the Behavioral Health Facility. This dynamic relationship should allow for a safe and fluid transition of individuals between the two establishments based on behavioral presentations, charges, and the adjudication process. The responder must demonstrate the seamless interplay to ensure that individuals receive the most appropriate care and interventions tailored to their unique circumstances, fostering better rehabilitation outcomes while effectively balancing public safety with health and well-being.
