Specifications include, but are not limited to: The CONTRACTOR shall provide three types of polygraph examinations: (1) Disclosure/Sexual History, (2) Specific Incident, and (3) Maintenance/Monitoring. Provide a written report and be an active participant on the Sex Offender Containment Model Team as it relates to the supervision, treatment, and monitoring of convicted sex offenders within the State of North Dakota. Input from the contractor may be sought to help provide good, solid case management and risk control. The contractor will be required to work closely with DOCR staff, sex offender treatment providers, therapists, and others included in the Sex Offender Containment Model throughout the state of North Dakota. The contractor must comply with North Dakota Century Code Ch.43-31, the Federal Polygraph Protection Act of 1989, we well as all applicable procedures and guidelines applicable to detection of deception examiners. The contractor may only utilize examination techniques recognized and published within the industry as standardized and validated for the detection of deception examination procedures. Specifically, the CONTRACTOR shall use the following techniques and procedures: Clinical Polygraph Examination Techniques will be limited to those techniques that are recognized and published within the industry as standardized and validated examination procedures. To be a recommended examination format, the examination procedure must include appropriately designed and relevant questions, appropriately designed control questions for diagnostic purposes and appropriately designed irrelevant questions as applicable to that defined as standardized procedure. All examinations must include the use of control questions for comparison and diagnostic purposes in forming opinions of No Deception Indicated, Deception Indicated, or Inconclusive. The CONTRACTOR shall provide timely reports and maintain records for the DOCR as required by North Dakota Law. Allow appropriate time for the pre-test, actual test, and post-test phases of the examination. The CONTRACTOR shall accept all referrals by the DOCR provided the referral meets the established criteria and provide the polygraph examination at the earliest agreed upon date. The CONTRACTOR is responsible for providing polygraph equipment and maintenance of the equipment, calibration according to the manufacturer’s guidelines as provided in the instruction and operation manuals, provide all furnishings and supplies to adequately operate and provide polygraph services, and own travel and transportation needs to provide polygraph services statewide, to the locations as determined by DOCR staff. The CONTRACTOR shall meet accreditation standards approved by the DOCR and the American Polygraph Association.
