FSD’s vision is that Vermont’s children and youth live free from abuse, neglect, and delinquency – in resilient families that are supported and valued by their communities. FSD’s mission is to engage families, foster and kin caregivers, partner agencies, and the community to increase safety and law abidance for Vermont children and youth. The abuse of substances by parents and caregivers can interfere with the safety and well-being of the children and youth that are in their care. Substance testing is a tool that can monitor an adult’s progress in treatment as well as inform risk and safety in a child safety assessment.
