Specifications include, but are not limited to: A. Vendors shall generally provide towing services on a twenty-four (24) hour basis, every day of the year, and shall tow all vehicles as requested by the City, regardless of the reason for the towing service. In the event the Vendor is unavailable for temporary periods due to staffing or mechanical issues, the Vendor shall inform the Police Department. Vehicles shall be released to owners upon full payment of charges incurred any time between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, or on weekends during the Vendor’s posted business hours, at no additional cost. A release fee (see additional charges) may be levied for releasing the vehicle before or after these hours or on nationally recognized holidays when the Vendor is not scheduled to be open for business. B. Vendors shall charge customers based on the schedule of charges provided in the attached Schedule A incorporated by reference into this Agreement. A Straight Tow is defined as the usual and customary labor associated with the towing of any vehicle, and may include some minor winching, dragging, clean-up or other such labor as circumstances dictate. No additional fee may be assessed by the Vendor for usual and customary labor occurring within the one-hour minimum charge. No storage fee may be assessed for the first twenty-four (24) hour period, starting at the time of the tow, no matter how much time passes before the vehicle is claimed. No other fees shall be charged by the Vendor beyond those specifically stated in this Agreement, except as expressly permitted by mutual Agreement. C. Vendors shall respond to calls initiated by the City within twenty (20) minutes during business hours and within thirty (30) minutes after business hours from the time the call is received by the Vendor’s representative. The only exceptions to this requirement are calls occurring during adverse weather conditions or calls to tow “abandoned” vehicles that are not hazardous to traffic. Generally, abandoned vehicle requests will be made during normal working hours, but will ultimately be made at the discretion of the Police Department.
