Specifications include, but are not limited to: The purpose of this Request for Proposal (RFP) is to procure a custom-developed solution to implement a NH Road Toll Online Refund Portal for any person or business seeking to obtain a refund for road tolls paid on motor fuel used off-road. The Portal will be available through NH Government websites and the Division of Administration and Department of Safety internet sites. The portal will enable applicants to electronically fill out their refund application and attach all supporting documents. The portal will prevent duplicative or improper applications from being filed and late applications from being accepted. The portal will allow users to opt-in and register for an account that will allow them to save prior year submissions, check on the status of applications, as well as, auto-fill fields in future applications. The forms will be edited during the customer data entry process to ensure a significant improvement in forms accuracy and receipt upload, saving time on the back end for auditing and approval. The Portal will allow communication between the customer and the RTB staff through e-mail versus the standard 30-60-90-day letters and other correspondence, improving accuracy audit efficiency, and the refund process.
