Specifications include, but are not limited to: To provide Upset Prevention and Recovery Training (UPRT) flight instruction, for students enrolled in the Delaware State University Aviation Program’s Commercial 2 flight lab, on an as needed basis for the university’s Aviation Program. It is anticipated that the need for this service will be rendered for 20+ students annually (training groups consisting of 4-5 students minimum). Additionally, flight training shall include the Spin Training endorsement for each student, as a subsequent requirement for the Certified Flight Instructor – Airplane flight lab. The UPRT curriculum must include (as a minimum) the following: 1. Academic training focused on Loss of Control Inflight contributors and upset recoveries. 2. Each UPRT program must include three one (1)-hour training flights in an aerobatic capable aircraft. 3. Each flight must be preceded by a dedicated brief to address each flight’s sequence of events. 4. Each student shall receive Spin Training endorsement and/or certificate, in their flight training record folders, logbook, etc. 5. Minimum of four (4) students per class. The UPRT vendor Flight Instructors must have the following qualifications and experience: 1. 1,500+ hours flight experience (total time) 2. Current FAA 1st class Medical Certificate 3. FAA Commercial and/or Air Transport Pilot (ATP) Certificates. 4. (Preferred) Military fighter aircraft and Instructor experience for the dynamic operating environments associated with UPRT. 5. (Preferred) Diversity within the instructor cadre (include fighter pilots, commercial pilots, corporate pilots, General Aviation aerobatic pilots, males and females).
