Specifications include, but are not limited to: general, services for this project are anticipated to include the following: 1.) Preconstruction services to include but not limited to: a. Evaluation of the existing HVAC systems of the City-County Health Department building with the team i. Includes electrical and fire alarm systems b. Following evaluation of the existing HVAC & electrical systems, begin preparing design drawings for the upgrades we plan to address during the project c. Participation in all design, coordination, and project committee meetings. Account for meetings being weekly until design drawing completion d. Engage engineering consultants as needed, ideally, the selected firm would have inhouse engineers able to provide a design for this project, if not, please indicate this in the proposal e. Prepare designs and provide cost estimates at 30%, 60%, & 90% completion, to verify the project is remaining under budget i. Engage contractors for current market pricing as needed f. Engage a structural engineer and an architect as needed (may not be needed) to coordinate HVAC changes g. Coordinate all electrical & fire alarm connections changes as needed h. Provide energy models, we anticipate needing two for this project, one with a base design of replacing equipment with similar equipment, and the second that analyzes an electrical only option i. Provide Building Automation design and specifications i. Coordinate with Missoula County for specifications j. Coordinate with the Owners commissioning agent as needed i. Coordinate with Missoula County for agreed upon commissioning scope. The Owner will contract the commissioning agent separately k. Provide a fully permitted set of drawings for issuance to the Authority Having Jurisdiction (AHJ). i. Provide approved set of permit drawings following AHJ review. Coordinate with AHJ as needed for all approvals l. Provide construction drawings for contractor use following permit drawing approval m. Provide specifications as necessary 2.) Construction Services a. Provide recommendations on the current bidding market and when to issue public bid for construction b. Preparation of all construction documents for bidding, bidding will be done in accordance with MCA Statute c. Present bid results to the Owner and recommend subcontractors for bid acceptance d. Prepare a guaranteed maximum price, construction contract, to the Owner for acceptance e. If contract is accepted, engage subcontractors as needed and begin construction f. Provide weekly updates to the construction through meetings and through weekly work plans i. Provide and update a Critical Path Method (CPM) schedule for the project g. Manage the sites construction and all subcontractors, i. Management of site compliance as well (safety, quality, subcontractor coordination) h. Provide administrative direction as needed for requests for proposals i. Manage pay application submission of subcontractors i. This is a federal funded project – prevailing wages and monitoring(certified payroll) will apply j. Provide review of subcontractor submittals & shop drawings k. Provide web based software management, such as Procore, for RFIs and submittals, if possible l. Manage OAC meetings and subcontractor meetings m. Management of project closeout i. Provide substantial completion reports and manage punch list ii. Provide Test and Balance reports iii. Provide O&M manuals
