Specifications include, but are not limited to: The services to be provided by the Offeror or Contractor as a Hemp Consultant in accordance with this RFP, including its attachments and any added addenda, shall include the following: • Work with the Hawaii Hemp Task Force to identify the infrastructure needs of Hawaii hemp farmers and the hemp industry, considering the unique needs and geographic spread of Hawaii’s licensed farmers and the various hemp sector needs. 1. Identify hemp-derived products [e.g., food, fiber crop, seeds (grain), stalk (bast fiber and hurd) and flower] that are currently and/or have the potential to be produced and marketed by hemp farmers from various islands of Hawaii. 2. Identify the best practices for growing hemp based on their intended use including identifying the best hemp varieties suitable to grow on each island in Hawaii. 3. Identify the harvesting and processing needs including harvesting and processing equipment, post-decorticating baling and postharvest storage needs of hemp farmers in each island. 4. Analyze impacts of harvesting and processing facility and other infrastructure needs for the Hawaii hemp farmers and the hemp industry and the economic contribution of the identified infrastructures to the State of Hawaii.
