Specifications include, but are not limited to: The Montana Office of Public Instruction (OPI) is considering a request to award a sole source contract to MTW Solutions, LLC. The determination of this sole source contract is based on the following requirements: E-grants is a GMS system which is designed to administer grant funding activity at both the state and local level. Other systems are available within the market, but replacement of GMS system is not an out of the box type activity which is easily completed. As stated above, established GMS systems are not easily replaced and require substantial resources and planning to replace. The GMS system from MTW has been utilized by the agency for over five years. Replacement of system is not reasonable until system is deemed obsolete. MTW has been providing GMS services since 2008 and is the agency’s primary system for managing both state and federal funds distributed to grantees. Replacement of system or consideration of replacement is not cost effective as GMS systems are complex and require substantial resources to replace.
