Specifications include, but are not limited to: The successful offeror(s) shall develop a PHP for children and adolescents with impairment resulting from a psychiatric, emotional, or behavioral disorder as part of a community continuum of behavioral health services. Hospital-based PHP The successful offeror(s) shall meet North Dakota Medicaid guidelines, including that clinical and support services are provided “by a multidisciplinary team of health care professionals, designed to stabilize the health of the member with the intent to avert inpatient hospitalization or to reduce the length of a hospital stay” (General Information for Behavioral Health Services, North Dakota Department of Health and Human Services, Medical Services Division, October 2023). The successful offeror(s) shall ensure the program includes supervision of a psychiatrist who is available 24 hours per day. The successful offeror(s) shall implement Level A or Level B services as outlined by North Dakota Medicaid Guidelines. Level A is an intense level of service provided by at least three licensed health care professionals for at least four hours and no more than 11 hours per day for at least three days per week. Billing Code: H0035 Revenue Code: 905 Level B is an intermediate level of service provided by at least three licensed health care professionals for three hours per day for at least two days per week. Billing Code: H0040 Revenue Code: 912 Other family-based PHP The successful offeror(s) shall be a licensed substance use disorder treatment program provider and meet Provider, Program, and Admission licensing criteria for Partial Hospitalization – Day Treatment – Adolescent ASAM Level II.5 as outlined in 75-09.1-05.1. For successful offeror(s) that are not licensed at the beginning of the contract period, the required steps to seek licensure must be completed by May 1, 2024. The successful offeror(s) shall begin admitting clients on or before October 1, 2024. The successful offeror(s) shall have capacity for ten or more children by April 1, 2025. The successful offeror(s) shall work collaboratively with STATE to meet System of Care values of providing services that are coordinated and community-based, are youth and family driven, and culturally and linguistically appropriate for children, adolescents, and families served. The successful offeror(s) shall identify a representative to collaborate with STATE by attending once monthly cross-sector virtual or in-person meetings to develop partnerships, policies, and sustainable infrastructure for clinical services and care coordination. The successful offeror(s) shall seek training and technical assistance from STATE, as needed. The successful offeror(s) shall submit a sustainability plan to STATE by April 1, 2025.
