Specifications include, but are not limited to: Equipment Collection and Processing for Reuse or Surplus - The offeror must possess the capability to collect, palletize, transport, store, resell, and/or donate used equipment, as specified by the entity, for its original intended purpose. This includes repairing or replacing parts, upgrading memory or other components, and installing new software. The process involves disassembly to recover components for resale or reuse in other equipment. Data on hard drives and electronic information storage devices must be overwritten. If data cannot be wiped, the offeror must destroy the devices to the extent that data cannot be recovered. The offeror is required to indicate the age/date at which components will not be considered for resale. Tracking of each product with serial numbers and providing a Certificate of Recycling is mandatory. Compliance with Media Sanitation requirements in NIST SP 800-88 Rev. 1(Attachment E Media Sanitation Guidelines) is essential, and the offeror must be willing to submit to third party audits and provide certifications of sanitization (Attachment F Sample Certificate of Sanitization). Disassembled equipment must be safely stored indoors and held for no more than ninety (90) days unless the eligible user approves a longer period. Recycling must not include destruction by incineration, waste-to-energy incineration, or other similar processes or land disposal.
