Specifications include, but are not limited to: Provide a software system to be utilized for teacher and principal evaluations, professional learning software for the South Dakota (SD) Framework for teaching, professional learning and certification software for administrators. The specific components of the software system will include: 2.1.1 Provide a configurable observation and evaluation system that allows classroom observations and instructional leaders to conduct survey-based classroom walkthroughs and rubric-based teaching observations and evaluations. It includes 1) survey-based classroom walkthrough tools and rubric-based observation and evaluation functionality, 2) the capability to integrate multiple measures of teaching performance 3) reporting tools that monitor trends and patterns and provides actionable feedback, and 4) compatibility with smartphones, tablets, and laptop computers. 2.1.2 Provide a self-paced online solution that trains teachers on the value, structure, and content of the South Dakota Framework for Teaching and guides teachers on applying the Framework to their practice. It includes 1) master-scored videos illustrating effective teaching, 2) reflective exercises that reinforce instructional strategies, and 3) Framework component modules. 2.1.3 Provide an online solution for maintaining scoring accuracy when applying the Framework for Teaching Evaluation instrument to teaching practice. It will include 1) the Training Program, 2) Scoring Practice, and 3) Calibration (3 windows annually). The Consultant will provide a self-paced, online solution for training, assessing, and maintaining observer proficiency when applying the South Dakota Framework for Teaching Evaluation instrument to teaching practice. It will include 1) the Training Program, 2) Scoring Practice, 3) the Proficiency Assessment, and 4) Calibration.
