Specifications include, but are not limited to: The State of New Hampshire Department of Environmental Services (NHDES) is requesting professional captain’s service proposals for work involving the operation and maintenance of the state-owned 30’ all-welded aluminum pumpout boat. The pumpout boat (known as the ‘Royal Flush’) is equipped with a wastewater pumping facility including a 400-gallon holding tank. The mobile pumpout service can reach and pump sewage from recreational boats that are unable to make use of stationary pumpout facilities. This proactive program protects New Hampshire coastal waters from improper and unlawful boat discharges; During the 2023 boating season, the ‘Royal Flush’ conducted 442 pumpouts, collecting nearly 11,500 gallons of waste from boats on the NH coast. The NHDES pumpout boat will service all coastal New Hampshire, including the Great Bay Estuary and Hampton Harbor, and docks in Portsmouth, NH. The service is active from May through October with this contract beginning in May 2024. Funding for this service is provided by the US Fish and Wildlife (USFWS) Sport Fish Restoration Account and subject to related federal regulations, including fulfilling the requirement of the contractor to provide 25% match.
