Specifications include, but are not limited to: Replace Low-Side Housing (Project Budget: $156,000,000) This project proposes to replace the existing low-side housing units A, B, and C, along with campus-wide site and infrastructure development ($41M budget). These facilities have exceeded their life expectancy. Due to their configuration, size, and multi-story layout, a significant investment will be required to bring them into compliance with current building codes and accessibility standards. The multiple building/multi-level design is inefficient for staffing and precludes direct supervision of inmates by correctional staff. Program space for inmates and accommodation for persons with disabilities is limited. Construction of a new, up-to-date, low-side housing unit will increase inmate capacity, provide direct line-of-site supervision of inmates by correctional staff, increase program and treatment space, and comply with accessibility requirements. The new low-side facility will enhance MSP’s ability to increase operational effectiveness and improve staffing efficiencies and security protocols, resulting in increased safety and security for correctional staff, inmates, and the public. The consultant will develop a program of requirements with the Department. New Multi-Purpose Programs Buildings (Project Budget: $9,000,000) Two new multi-purpose buildings (located on the high-security section) are proposed to provide additional space to address the shortfalls in educational and treatment program opportunities for high-security inmates. The addition of these buildings will provide space to allow current education offerings to expand, and to add substance abuse and mental health and wellness groups, and vocational training. Proper siting of these facilities on the campus will result in increased overall safety and security of staff and inmates through the reduction of movement required by offenders to access these programs. The consultant will develop a program of requirements with the Department.
