Specifications include, but are not limited to: 1. Assist BWS with planning and coordination in the development of a comprehensive federal affairs strategy for BWS, including: a. Assist in the development and implementation of short and long-term federal funding strategies for the BWS; b. Assist in securing federal funding for advancing BWS’s capital programs; and c. Attend relevant meetings in Washington, D.C. to represent the interests of BWS, and act as a liaison between BWS and the federal government, including but not limited to, members of Congress and designated staff, as well as all Stakeholders. 2. Provide timely information about upcoming initiatives, including but not limited to, changes to legislation, guidance, rulemaking, and/or other anticipated federal actions that could have an impact on BWS while supporting efforts to shape and deliver BWS’s response. 3. Research and prepare testimony and written comments on pending federal legislation and regulations to be presented on behalf of BWS at federal administrative and congressional hearings. 4. Assist BWS in outreach to congressional committees that have jurisdiction over federal drinking water programs, including providing updates for committee members and staff about Board of Water Supply and its activities. 5. Support and assist BWS in interactions with Stakeholders. 6. Establish and maintain good working relationships with Stakeholders, relevant congressional committees, and their staffs to maximize the BWS’s input and influence in federal matters relating to drinking water resources. 7. Work with administration and congressional members and their staff during annual budget preparations to maximize budgetary authorizations. 8. Work collaboratively with Stakeholders, representatives of other agencies, governments, and associations that share a common interest in drinking water resources, including the American Water Resources Association (AWRA), the American Water Works Association (AWWA), Association of Metropolitan Water Agencies (AMWA), American Society of Civil Engineers (ASCE), Water Research Foundation (WRF), Water Environment Federation (WEF), Association of State Drinking Water Administrators (ASDWA), and related industry associations with common interests. 9. Be available upon reasonable request, to meet with BWS staff and others as specified, and to perform the responsibilities assigned. 10. Arrange, facilitate, and appropriately assist BWS during meetings with Stakeholders.
