Specifications include, but are not limited to: New Castle County’s No-lead program is seeking proposals to provide lead-safe housing for clients who are temporarily displaced while receiving lead and healthy homes remediation. The average stay per client is 15 business days. REQUIREMENTS • Property must have a minimum of 2 bedrooms; preferably 3 bedrooms. • Evidence property is lead free or willingness to allow lead control work in the unit under the grant prior to rental. • Program is seeking at least 2 properties in New Castle County. Specifically, program needs 1 property in the City of Wilmington; 1 unit in New Castle, DE and/or 1 property in New Castle County. Property can be an apartment or single family. • Landlord must include a copy of the NCC Parcel report for each property address. Search website: http://www.nccde.org/parcelsearch. The detail must include: Parcel#, property description/characteristics, permit history, zoning, deed history, upgrades, renovations, tax and sewer bills, sketches, code enforcement activity. • Flat rate with cost breakdown required with no escalation. One flat monthly rate for the 3-year lease. Summary of all the lease details of what is included in the flat monthly fixed rate must be included in the response submission. • Photos of property – all internal rooms and all exterior angles. • Photos of appliances currently in property and/or those to be purchased upon award (Required in unit for the 3-year lease: stove, refrigerator, microwave, optional: washer/dryer). • All furniture must be new upon lease. Provide photos of furniture to be purchased. Minimum furniture includes: living room sleeper sofa with mattress, sturdy dining room/dinette set that seats at least four (4), one double/queen bed in the master bedroom and 1 set of extra-long/adult twin beds in all other bedrooms with mattresses with box-springs, as needed, for each bed. Furniture must be child safe – no sharp edges, no glass tables, no bunk or trundle beds; at least 1 chest of drawers per room. • Cable ready and active wi-fi. *Include cost of services in cost breakdown. • Copy of completed lease agreement you intend to use. • Government SAM number: https://sam.gov/content/home • Landlord agrees to a pre-award unit walk-thru by Program personnel.
