Specifications include, but are not limited to: Sullivan County seeks qualifications and proposals from vendors proficient in planning for a commercial-scale, ground mounted solar array system to be installed at the Sullivan County Complex in Unity, New Hampshire. Proposals must convey the vendor’s experience and expertise in multiple aspects of planning and development for this type of project. Specifically, this proposal must include analysis on the following: 1) Optimal size of the array based on factors including current & future demand for electricity at the Unity campus; net metering; etc. Note that the County is currently undergoing a significant construction project to renovate and expand its nursing home complex. Future consumption of electricity needs to account for this expansion. 2) Potential siting options. 3) Cost estimates to install, maintain, and dispose of the array for its expected life cycle. 4) Financing strategies that detail how the County can leverage programs such as the Inflation Reduction Act, Renewable Energy Certificates, etc., in order to procure the array. 5) How this array can be linked to EV charging stations on the County campus and cost estimates to install, maintain, and operate these EV charging stations. 6) A phasing strategy to build additional arrays, if appropriate. 7) An overview of how this array (or future phases) might be incorporated with other emerging technologies such as batteries and other technology to provide greater cost savings, energy resiliency, etc., at the Unity campus. 8) Any other relevant information that the County should consider to be postured to capitalize on other emerging concepts and technologies related to renewable energy that will reduce costs, energy consumption, or help the County adapt to new trends. 9) Timeline: This study must map out a timeline for design, acquisition, installation, permitting/approvals, etc., with a preferred completion date (i.e., when the solar array comes online) no earlier than September 2025.
