Specifications include, but are not limited to: The chosen Consultant must be able to manage a Electric Cost of Service Study. Due to time constraints of current staff in all City departments, staff time to lend assistance on the project will be limited. However, staff is most familiar with the day- to-day issues faced by City of Ephraim and will need to work with implementation of the Rate Design Study long after its preparation and adoption. Therefore, the consultant schedule and budget should include appropriate time and work sessions with City staff. Staff will read and edit all administrative and final draft products prepared by the consultant, including a final legal review by the City Attorney’s Office. Staff will also attend all public meetings and presentations and will be available for questions. Requirements include but are not limited to: ▪ Facilitating a comprehensive process to update the City’s Rate Study to provide a blueprint for utility rate management for the next 5 years. ▪ Updating the study to reflect changes in conditions anddemographics. ▪ Identifying trends that should be considered in planning for the future. ▪ Identifying and addressing the legal requirements of UCA Title 54: Public Utilities et. seq. ▪ Conducting working meetings to present the updated Rate Study proposal to the Ephraim City Utility Board and City Council. ▪ Conducting or being present at any action meetings of the Ephraim City Utility Board or City Council to present any proposed rate changes and adoption of the study as a guiding document. ▪ Producing one (1) digital PDF and up to twenty (20) bound hard copies of the completed document.
