Specifications include, but are not limited to: LES is seeking proposals from qualified vendors to provide and implement a turn-key Distribution Outage Management System that will allow staff to efficiently record and manage all planned and unplanned incidents. LES describes an “incident” as any unplanned outage, planned outage, or trouble call that comes into the Outage Management System (OMS). This software should maintain or improve upon LES’ current OMS by providing the tools necessary to manage incidents and relay information to internal (employees) and external customers. The proposed software should allow LES to build and distribute custom reports and improve data extraction and integration processes. It is expected that this software will run on LES infrastructure and will be supported by LES staff. LES is open to cloud or a hybrid environment for the solution if it can meet reliability, cost, and security requirements. LES desires a solution that is an off-the-shelf product with minimal customization. The intent is to kickoff implementation of this software in early 2024 and LES will rely on the selected vendor for project management & planning, design & blueprinting, configuration & build, testing, go-live support, and on-site training (user, administration, and functional configuration). The vendor shall provide a proposed project plan with project deliverables, key milestones/duration, and key resources. A service agreement will be established for ongoing support and/or project needs as a result of this solicitation whereby the vendor/consultant will provide Annual Support and Support upon Request as described below. When support is requested, the Contractor will provide work hour estimates for the support requested based on the per unit hourly rates indicated in the Proposal Form. Requested support will commence upon written approval through a formal work authorization process. As Statements of Work are drafted, as requested the vendor shall provide a list and resumes of potential candidates to fulfill the SOW requirements. LES reserves the right to interview all potential candidates before selection and project work begins. The Contractor and LES will mutually agree upon the candidates that will be assigned to the work. LES reserves the right to dismiss any consultant for non-performance. Esri Oversight: LES reserves the right to request Esri to provide oversight to all aspects of the support or solution being provided by vendors during this engagement. Deliverables: The vendor shall provide LES configuration documentation, test scripts, and testing documentation, user training, and technical knowledge transfer.
