Specifications include, but are not limited to: The temporary positions will be used to meet specific business needs for either short-term or long-term assignments. The type of work for each need will vary, but is expected to be primarily labor, maintenance, janitorial, clerical or other services as needed by the City. The City reserves the right to reject any proposed staff and to terminate staff assignments at any time. The City reserves the right to offer Agency’s employee, provided to the City for temporary employee needs, fulltime employment only after the employee completes 320 (three hundred twenty) hours of work for the City through the agency. This amount of time may be decreased by mutual written agreement between the City and the awarded agency. 1) Agency Responsibilities a. Account Representative: Assign a designated account representative to the City’s account. This representative shall be experienced in fulfilling temporary employment positions for labor/maintenance related work. The representative shall be readily available and shall provide efficient and timely correspondence to the City’s Contact. b. No Subcontracting/Assigning: The City will not approve the use of subcontractors by awarded agencies for temporary staffing services. c. Response Requirements: When responding to the City that the agency will be able to fill a position, the agency shall provide the City with the following within 24 hours of notifying the City of its ability to fulfill the position: i. Proposal including reference checks, background checks, and any other appropriate screenings for all temporary candidates proposed for the City’s need. The City may agree to extend the timeline for the proposal if it is within the City’s best interest. d. Candidate Screening: The City reserves the right to select or to withhold acceptance of a candidate until City approval of any testing related facility, program or procedure. i. Background Screening: Temporary candidates, based on the position, may be subject to various criminal checks, fingerprinting, and background checks upon which results the City may choose to base its decision to accept an individual for an assignment. Background check costs shall be the responsibility of the City.
