Specifications include, but are not limited to: A. Eligibility Requirements a. The pool of potential award recipients is defined in 10 V.S.A. § 6618 as “a municipality or a group of municipalities organized as a solid waste management district or acting through or as a regional planning commission.” B. Programmatic Requirements a. The overall purpose of this grant is for the completion of the following projects that directly benefit the Grantee’s residents and Very Small Quantity Generator (VSQG) businesses: i. Projects for collection and management of household hazardous waste (HHW), (VSQG) hazardous waste, special waste, and landfill-banned wastes consistent with requirements of the Vermont Materials Management Plan (MMP). ii. Projects that implement the requirements for public space recycling, collection and processing of mandatory recyclables and food scraps, leaf and yard debris and clean wood as specified in the Universal Recycling Law. iii. Projects that fulfill requirements as defined in the Vermont Materials Management Plan (MMP) for Solid Waste Implementation Plans, not including staff time. b. Tasks may include one or more of the following: i. Support the collection and management of household hazardous waste (HHW) and VSQG hazardous waste. ii. Provide outreach and outreach materials to residents, businesses and schools on the diversion of recyclables and/or food scraps such as compost units and related equipment, containers, signage and printing costs for these materials. iii. Create at least one recycling location in the community to collect clean wood and/or leaf and yard debris for composting or recycling. iv. Create at least one recycling collection location in the community to support asphalt shingle recycling. v. Other tasks in accordance with the MMP.
