Specifications include, but are not limited to: UDOT is looking for a legal team that would be available to provide assistance to the AGO in the Proposal Area. All attorneys providing these services would need to meet the following requirements (except where indicated): Able to represent UDOT without conflicts due to representation of parties that may be adverse to UDOT in the Proposal Area, as determined by the AGO. Available to initiate work as requested by the AGO and at the time when needs may arise. Able to work within the communication parameters and management techniques required by the AGO and UDOT to help control work requests and costs (see form contract at Exhibit F). The Submitting Attorney must have a history of at least seven years of experience representing clients in the Proposal Area requested in this RFP and a commitment to remaining current in that area of law. That seven-year period must include significant experience representing clients before the Surface Transportation Board. Other team members must have appropriate experience in the Proposal Area. UDOT and the AGO may give preference to attorneys with a history of representing government entities in the areas stated in this RFP. PROPOSAL QUESTION: All Offers must answer the following question using no more than two pages. For more information about the format for a response and how to include the response in the proposal, please see Section 3. This is not a factual question. The question calls for general knowledge and does not constitute giving UDOT legal advice. Assume that UDOT needs to build a new highway in a location that crosses a rail spur that serves several industrial customers. UDOT is considering a variety of operational and technical issues. But UDOT would like to understand the general scope of legal issues that it may need to address to complete the construction project.
