Specifications include, but are not limited to: 2.1.The State of Vermont is interested in obtaining bids to meet the following business need(s): 2.1.1.The solution will offer players the opportunity to enter eligible non-winning instant scratch tickets into a second chance drawing to win cash or other merchandise. 2.2.The State of Vermont seeks to achieve the following Business Value(s): 2.2.1.Cost Savings: Both direct and indirect cost savings are anticipated from a modernized solution that will eliminate the current manual workarounds. Currently, the Department of Liquor and Lottery does not have the ability to identify costs associated with printing and second chance expenditures. 2.2.2.Customer Service Improvement: The new solution will provide a new or improved customer service or services which will allow the Vermont Lottery player base, by having the ability to tie promotions, drawings, and digital games to both instant and draw tickets. Additionally, the solution will provide the ability to enter a lottery loyalty program and other program enhancements. 2.3. Functional and Non-Functional Requirements 2.3.1.The State’s Functional and Non-Functional Requirements are provided in the attached State of Vermont Bidder Response Form (Exhibit C). 2.3.2.
