Specifications include, but are not limited to: This project supports the Division of Finance in complying with Federal Regulation under Uniform Guidance to recognize costs by benefitting program. The current cost allocation software system1 is a Software as a Service (SaaS) solution for cost allocation services and includes CapPLUS, RMS Plus, and TimesheetPLUS. The CapPLUS system implements the Department’s Public Assistance Cost Allocation Plan (PACAP) and has been in place since 2016. RMS Plus and TimesheetPLUS have been in place since 2016 and 2020 respectively and assist the Department in the collection of time-based data for cost allocation methods for benefitting programs and allow the Department to maximize its federal revenue.
