Specifications include, but are not limited to: Provide professional architectural, engineering and management services as a Master Architect/Engineer for the Design/Build construction of the CHP Facilities for operation by the California Highway Patrol (CHP). The Firm shall provide professional architectural and engineering design, and additional services as required as a Master Architect/Engineer. The responsible party for the Master Architect/Engineer shall be an architect or engineer licensed to practice in the State of California (CA) and all work shall be performed under and approved by a licensed design professional. The firm shall have experience in the design and construction project management for construction of facilities of similar size and complexity which utilized a design-build delivery process; knowledge of the design and operation of state buildings; knowledge of the sustainable design process and design excellence including “Leadership in Energy & Environmental Design” (LEED™); Knowledge of the Division of State Architect (DSA) program for Essential Services Buildings Seismic Safety Act; and, familiarity with preliminary site assessments, guidelines and performance criteria, value engineering and/or systems proposals, on-site construction representation/observation and reporting including, but not limited to, tenant move-in, facility activation and post-occupancy, preparation and review of punchlists, Building Commissioning, close-out activities, and other project management services as needed by the scope of the project. Services for the four concurrent projects may include the following: • Program confirmation • Cost-benefit analysis • Monitor Design-Builder for compliance with the Request for Proposal (RFP), code and sustainability requirements • Review Design-Build team’s systems confirmation packages and design/construction phase submittals for compliance with RFP criteria • Review and response to Requests for Clarification during design and construction phase • Analysis of value engineering/systems proposals • Review baseline schedule(s) and schedule updates • Review project cost budget(s) and cost estimates • Claims review and negotiation • Review documents for errors/omissions, and overall coordination between plans/specs and other overall project management services needed by scope of project • Constructability review and analysis • Assist with public outreach • Periodic construction observation • Punchlist/Close-out documents
