Specifications include, but are not limited to: General: All vehicles shall be Class I ambulances pursuant to Federal Ambulance Specifications and meet all criteria under the Delaware Code. Vehicles shall have equipment and supplies as required. The Vendor shall maintain and keep all the ambulances required under its contract for ambulance service in good mechanical and operating condition. Ambulances are required by the State of Delaware to be inspected by the State Fire Prevention Commission. A. Primary Vehicles and Staffing: The Vendor must provide at its own cost and expense, State certified ambulances and other equipment necessary to provide BLS service. The contractor will provide sufficient certification verification of all staff members and be in full compliance with all laws governing licensing, accreditation and/or regulation of their ambulance service per the State of Delaware. The Vendor shall maintain and keep all the ambulances required under its contract for ambulance service in good mechanical and operating condition. The vehicles must be inspected every ninety (90) days by a certified automobile mechanic to ensure they are in proper mechanical condition and comply with all safety regulations. All records of inspection and maintenance shall be furnished to the Emergency Management Coordinator upon request. B. Vendor will also be responsible to schedule an alternate ambulance service if circumstances prohibit the firm from providing emergency service. The alternate ambulance service shall meet all prerequisites included in this agreement. Each vehicle patient compartment shall conform with the criteria within the most current United States General Services Administration federal specifications for the Star of Life Ambulances. C. Staffing and standby times to meet the minimum needs of the City of Dover have shown to require three (3) ambulances and crews, twenty-four (24) hours a day, seven (7) days a week. D. Staffing for the BLS ambulance service must be 2 (two) EMT’s (Emergency Medical Technician) and one (1) of who has also successfully completed the EVOC (Emergency Vehicle Operators Course) through the State of Delaware. E. The location of the ambulance provider should be in or as close to the center of the city as possible in order to maximize efforts in reducing time for responses. An agreed upon location is necessary and needed to meet or exceed performance measures. The successful vendor will locate its equipment and crew within the corporate boundaries of the City of Dover at a place mutually agreed upon by the City and the Vendor. The cost of the facility will be covered by the contractor including lease, utilities, etc. Disclosure of potential location is necessary in the RFP submission.
