Specifications include, but are not limited to: VDOC is seeking a partner with statewide capacity to provide a range of vocational and workforce readiness activities, including coordination with vocational support, employment training and supportive employment placement. VDOC will be conducting the vocational assessment WorkKeys, which has been identified by many of our partners as a standard for identification of key strategies to support this population along a continuum of employment readiness needs. VDOC will be sharing the assessment and subsequent activities conducted to support the individual for transition. The partner will begin working with VDOC pre release team and the Vocational Outreach Project Manager, who will assist with connections and facilitation between supervising probation and parole officers, the facility prerelease team and the partner to develop and support efforts to assist the participants in the next phase of their work readiness (this could be continued training and/or preparation through job placement with/out employment support services). The partner should be prepared to work with approximately 150 individuals in the target population who will transition to the community per calendar year. The individuals are predominantly assessed as moderate- high risk and likely have convictions for interpersonal violence, including sexual and intimate partner violence. They transition to one of twelve probation and parole supervision offices throughout the state and, must have continued community supervision for at least 6 months to qualify for referral and participation. The individuals will be highly encouraged to participate with the partner but may/not have conditions from parole and/or probation which require participation. The selected partner/s must document within their response to the proposal their capacity to meet with incarcerated individuals pre release and to offer and continue to meet and support the population in a continuum of vocational support services throughout the state. The contractor for this proposal will also be working with a grant evaluator and will be expected to collaborate with the evaluation team and collect and provide data for the evaluation of services conducted under this award.
