Specifications include, but are not limited to: The Vendor shall provide all materials, equipment, and labor to satisfy the State of Delaware’s need for a remote sensing study as described herein. A remote sensing device (RSD) will be used to monitor and identify polluting vehicles, to compliment the traditional emission control program. The RSD will measure various pollutant levels in a vehicle’s exhaust while the vehicle is traveling on Delaware roads. The Vendor shall obtain valid RSD readings from a minimum of ten thousand (10,000) vehicles, which will fulfill the 0.5% fleet requirement set by 40 C.F.R. § 51.371. The Vendor shall provide vehicle information, emissions reading data, and a written report on the findings from the RSD study to the Department. The services will require the Vendor to partner with and cooperate with DNREC to make sure the State receives the most current state-of-the-art services.
