The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified firms to provide private landowner access agreement acquisition support services as required to facilitate and support the expansion of the Paso Robles Groundwater Subbasin (Basin) monitoring well network, by increasing the number of existing wells in the monitoring network from twenty-three (23) to approximately one hundred fifty (150). The wells to be added to the monitoring network currently exist and are located on privately owned properties within the Basin. The subject wells have been identified through a comprehensive review and analysis by professional hydrogeologists. Based on this analysis, the hydrogeologists identified a list of 151 recommended wells, the ‘wish list’, which is backed up with a “B list” and “C list” for fallback options in the event that an access agreement cannot be successfully secured for a recommended well. The primary purpose of expanding the monitoring network is to allow the five Basin Groundwater Sustainability Agencies (GSAs) to identify and address potential groundwater level impacts to domestic users, develop an enhanced understanding of areas where interconnected surface water and ground water may occur, refine the hydrogeologic conceptual model, and improve the GSP groundwater model which will allow the GSAs to make informed decisions regarding Basin management strategies and to improve tracking progress towards achieving sustainability.
