Specifications include, but are not limited to: • Experience and skills necessary to develop a strategy, including research and evaluation, to formulate a successful State Plan on Aging; • Ability to provide market analysis on data and incorporate related information in the State Plan on Aging; • Ability to organize and conduct a needs assessment with proposed methods for completion, ensuring a diverse and sufficient sample size of consumers and other stakeholders, as well as infer recommendations; • Ability to effectively engage with consumers and stakeholders; • Demonstrated ability to effectively manage projects; • Ability to communicate effectively and work collaboratively with LTSS. LTSS will provide insight into program information and requirements as well as feedback on plan concepts; • Ability to demonstrate an understanding of LTSS’s current services, consumers served and willingness to expand offeror’s knowledge base; • Experience in and ability to lead work in developing goals, objectives, strategies and outcomes to help inform future work and priorities specific to South Dakota. • Ability to meet tentative deadlines as follows: o November 204 – needs assessment completed o February 2025 – submit completed plan with LTSS input
