Through this Request for Proposal (RFP) the Agency of Human Services/Health Department (hereinafter the “State”) is seeking to establish contracts with one or more companies that can provide a strategic plan and current state assessment of Vermont’s Immunization Information System (IIS) to support planning for the future and to align with national modernization efforts. The Immunization Registry (IMR) provides the means to collect and maintain data regarding immunizations given in Vermont and to Vermonters. It was established in 2004 and is developed and maintained by the State of Vermont Agency of Digital Services (ADS) in-house development team. It includes both manual entry and review of data via a web-based application as well as functionality for bidirectional exchange of data with provider electronic health records and other systems via Health Level 7 (HL7) messaging. The web-based functions of the IMR are part of a larger application (the “Patient Profile”) that includes other childhood health screening registries, and a shared database called the “Shared Public Health Information eXchange (SPHINX) that also includes the State’s vital records registries. In addition, the IMR program makes use of several administrative applications that facilitate managing users as well as quality assurance efforts such as deduplication of person records and verification of addresses.
