Specifications include, but are not limited to: The selected contractor(s) will be expected to provide assistance to the Department for its participation in a contested administrative proceeding before the Commission, which has ultimate authority over whether to approve the proposed merger and acquisition. The contractor’s assistance to the Department will consist of helping the Department prepare for, and participate in, the Commission proceeding. The assistance is expected to include preparing discovery questions and responses, drafting prefiled testimony to be submitted to the Commission on behalf of the Department, potentially offering live testimony to the Commission on behalf of the Department, and consulting with the Department as it develops its policy positions and works to advance these process steps and the case generally. The Department expects that the work scope may include, but not necessarily be limited to, the tasks and subject matters listed below. The scope of work will be subject to change based on information provided by the Joint Petitioners, other parties to the case, or requests from the Commission over the course of the proceedings.
