Specifications include, but are not limited to: The intent of this Request for Proposals is to retain a qualified Bike Park Design/Build Company or Team to finalize the design plans, file any necessary permits, and construct Phase I of the new Leddy Bike Park. The exact number and type of bike park features will be determined by the proposal submitted by the Design/Build Team, based on probable costs, as well as consideration for donated labor, equipment, and construction materials. Trails and features should be constructed to accommodate adaptive three and four wheeled adaptive cycles (aMTBs) to the largest extent possible. The Design/Build Team should utilize standards such as the Kootenay Adaptive Sport Association’s Adaptive Trail Standards to ensure aMTB compatibility. These standards include a minimum 48” trail width, and best practices for the radius of turns, spacing between rollers, and pitch of berms. All trails except for the black diamond rated jump line must be aMTB accessible. A large pile of sandy subsoil (appx 300 CY) excavated from the construction of a bioswale within Leddy Park in 2023, is currently stockpiled on the south side of the ice arena’s parking lot for potential reuse to construct any natural surface features of the Bike Park. During excavation the material was visually examined and roughly classified as sandy subsoil. BPRW is also in the process of hiring a contractor to dredge 2000-3000 cubic yards of soil from the Burlington Harbor in the coming fall of 2024. If the construction schedules overlap and the material is deemed suitable for bike park construction, this additional soil could also be donated to defray construction costs. 1) Design of Bike Park Phase I: Create construction-ready drawings for Phase I of the Burlington Bike Park. a) Attend and aid in coordination of a design kick-off meeting with BPRW to review the Conceptual Plan (Exhibit B) and revise as needed to develop accurate base drawings and propose any initial changes. b) Phase I is anticipated to include, but not limited to, the following components from the Conceptual Plan: i) Approximately ¾ miles of Beginner/Intermediate flow, aMTB accessible jump-line, and return trails, including: starting ramps; banks, berms, and/or launch ramps; tie-in natural surface trails connecting to existing park trails and/or paved roadways; siting and design or specification for any safety or traffic signage. ii) Non-aMTB accessible features such as low-to-the-ground balance features or optional ramps are acceptable as auxiliary features provided the main tread is aMTB accessible. c) Drawings are to be submitted to the City for three rounds of review: i) Develop concept plan to 50% - with check in with BPRW Review Team especially if any significant deviations from the concept plan will occur. ii) Permit-ready stage (70% complete); before submission for City Zoning and City and State Stormwater Permits. (1) BPRW anticipates a State of Vermont Stormwater Permit will be required for this project. The Design/Build Team will be responsible for filing and procuring State permits with support from BPRW. (2) BPRW will file and procure local Zoning and Stormwater Permits iii) Construction-ready stage (100%); Final-Review before commencing construction.
