The successful vendor will operate a comprehensive middle school program for disruptive students who have been expelled or otherwise excluded from regular public schools in Kent County. This program will primarily serve students in grades 6 through 8, although in exceptional cases the Consortium may place 5th grade students. Services must include the following: 1. Develop and deliver comprehensive individual plans for students, in conjunction with their home schools, which include educational, behavioral, psychological, and social objectives. Educational programs must support the Delaware Department of Education curriculum requirements. The parent(s) of the students should be included, as much as possible, in the process of developing the plans. 2. Communicate the plans to the student’s families and to the sending schools/districts. 3. Develop and deliver a curriculum that is aligned with Delaware Department of Education requirements. In addition to academics, the curriculum must include a component that addresses social/emotional development.
