Specifications include, but are not limited to: A. Vendor shall be responsible for developing, conducting, and facilitating a comprehensive economic impact study (“study”) that is an in-depth analysis of the economic value of the LRWRA, its facilities, and activities to local and regional communities. 1. Vendor must complete the study and present results to LRWRA within three (3) to six (6) months of contract award. At a minimum, the results should be delivered to LRWRA in an editable format that may be used for various presentations. 2. No later than April 15, 2025, Vendor must provide updated results to include any additional economic impact information that may have changed since the initial report. B. The vendor shall be responsible for researching water and wastewater as a statewide industry to show the benefit to the citizens that are served by LRWRA. At a minimum, the study should clearly indicate the following: 1. the return on investment for every dollar that LRWRA spends on capital infrastructure. 2. the measured effect of LRWRA on the City of Little Rock and Pulaski County and to show how increasing investments in the nation’s water infrastructure can affect economic growth and employment. 3. the environmental economic factors such as what would happen if our industry did not exist (e.g., cost of pollution, cost to public health would be, etc.). 4. the economic analysis showing the economic opportunities created by wastewater infrastructure projects 5. the economic value/impact of LRWRA’s: a. 20+ year collection system and plant upgrades performed pursuant to its Consent Administrative Order b. Additional capital improvements to its treatment plants and assets c. Numerous in-school educational programs at various elementary, middle and high schools in Little Rock d. Community Champions employee volunteer efforts in the local community e. Miscellaneous contractual expenditures to local, state, and national vendors. f. Employment of approximately 220+ individuals. g. Procurement program to vendors/contractors with whom LRWRA issues contracts to, makes purchases from using LRWRA’s purchasing/credit card (“PCard”) and purchase orders (“PO”), or provides educational opportunities to related to government procurement processes. C. If requested by LRWRA, vendor must prepare and present a presentation detailing the results of the study to the LRWRA executive team and to the LRWRC. The presentation will be done on-site and in person in Little Rock, Arkansas at a location determined by LRWRA. D. Vendor must meet or exceed all requirements and specifications as set forth in this solicitation. LRWRA shall have the right to amend specifications and requirements, to add or remove specifications, and to add or remove any services offered by the vendor under the scope of this contract, based on revisions in federal, State, and/or local regulations, or as determined to be in the best interest of LRWRA. Vendor and LRWRA shall come to a written agreement regarding negotiated cost for such changes. E. All work under the scope of this contract shall be performed in a professional and skillful manner using industry best practices to provide quality, uniformed and professional results. Vendor represents and warrants that the services offered shall meet or exceed requirements and specifications expressed in this contract. F. LRWRA shall have the right to assess damages which shall be deducted from the payment for goods. At the sole discretion of LRWRA, damages may be assessed based on vendor's failure to meet the requirements of this contract.
