Specifications include, but are not limited to: Initial Spill Response With concurrence from the State the contractor will mobilize the appropriate resources to an incident to assess the severity of the spill and to perform containment of the initial spill. In many cases, the contractor may be able to complete the cleanup in this initial response. Upon consultation with the State, the contractor may mobilize additional resources to continue with the spill cleanup efforts. Once the initial emergency of the spill is mitigated to the satisfaction of the State, contractor may demobilize and move to the next phase of cleanup if applicable. The contractor shall be capable of performing the following initial spill response activities: • Control or contain an active release of a hazardous material; • Recover and properly containerize hazardous materials released to the environment; • Mitigate impacts to sensitive receptors (i.e. indoor air); • Perform field screening. Examples of instruments that may be required are photoionization detector, explosimeter, and %O2-LEL meter; • Collection of environmental media samples for laboratory analysis; • Provide for or arrange for the disposal of hazardous and non-hazardous wastes that are generated during an initial spill response; and • Reporting (see section below)
