Please note: This is a Sole Source Notification. Specifications include, but are not limited to: Intended Source shall facilitate a project kickoff meeting with the North Dakota CCBHC Executive Steering Committee. Intended Source shall work collaboratively with STATE to build a timeline for deliverables upon start of contract. Intended Source shall assess readiness of the existing Medicaid, policy, and clinic systems to determine overall needs to achieve CCBHC implementation in alignment with Substance Abuse and Mental Health Services Administration (SAMHSA) criteria. Intended Source shall provide consultation to Medicaid, policy, and clinic leadership teams on best practices for implementation of all aspects of CCBHC implementation. Intended Source shall develop and provide a high-level timeline and project plan in collaboration with Medicaid, policy, and clinic leadership by May 10, 2024. This shall include identification of project goals, strategy, and timelines. Intended Source shall provide ongoing support to the Medicaid, policy, and clinic leadership teams throughout the duration of project implementation. This shall include subject-matter expert supports specific to: Executive Steering Committee - Development of project goals, statewide implementation, and project support. State Certification - Identification of North Dakota-specific criteria, development of certification process, evaluation of existing statewide assessments as they relate to the CCBHC model, and development of local needs assessment implementation, including development of templates for potential CCBHC utilization. Clinical - Readiness assessment, service accessibility, scope of services, community outreach/partnership development and care coordination, cost finding, revenue cycle impact, data and evaluation, and electronic health record (EHR). Medicaid - Prospective payment system implementation, financial impact analysis, and state plan amendment development. Intended Source shall provide guidance on development of certification processes, including process flows and examples from other states.
