Specifications include, but are not limited to: The North Dakota Highway Patrol (NDHP) Law Enforcement Training Academy (LETA) Shooting Range requires a new target system for twelve (12) shooting lanes. NDHP intends to make a noncompetitive purchase from Action Target Inc. Action Target Inc.’s target system consists of the following: 1. Twelve (12) fixed lateral 360 electric turning target carriers suspended overhead from a single 11- gauge track behind the shooting range’s protective baffle capable of the following: independent or synchronized operation, ability to be reconfigured by moving laterally up to 30 in. in either direction to form groups of targets without the use of tools, 360 degree turning capability, and completely electric system. 2. Quiet electric motors to turn the targets 90, 180, and 360 degrees in the blink of an eye, preventing shooters from anticipating movement. 3. Simple repositioning by unlocking the targets and sliding them three (3) feet left or right for positioning in groups or within the twelve (12) shooting lanes. This is accomplished by a six (6) foot tether attached to the targets. The tether allows for simple maneuvering of the targets when law enforcement officers conduct tactical scenarios and use portable targets. By having the ability to maneuver the targets, this reduces the chances of the targets being struck or possibly damaged when conducting tactical scenarios with portable targets. However, the exposed downriggers and quick release clamps for supporting the targets are built with ballistic rated ¼” AR500 steel to resist damage from bullets. 4. Actuator motors with a clutch which disengages the clamp from the turning motor if a large external force is applied. Once the force is removed and the target is turned, the clutch shall automatically re-engage the clamp to the motor. The actuator motor housing is designed to facilitate carrier assembly installation and removal from the track. The actuator housing is also fully enclosed to prevent debris from the rubber berm pit and other elements getting inside. 5. A range server providing communication between the target actuators and the 15” master tablet mounted up range and/or a hand-held 10.5” tablet used when downrange for closer shooting scenarios. The tablets have abrasive resistant glass touch screens to protect them from wear and the hand-held has a battery life of up to 13 hours. 6. User-friendly interface provides features such as security and administrative logins, lane management controls, industrial grade local stall controls, and multiple tablet control options allowing for tailoring each session based on criteria such as range staff roles, membership level, etc. The target system provides control of range lane management with shooter setup for unique permissions with time limits, program access, and other equipment features. The target system can build and store dynamic programs by organizing them in folders. Users can input and store 200 plus scenarios within the target system by controlling exposure times, edge times, and cycle Page 2 of 4 counts. Users can establish random parameters for unpredictable and challenging training sessions. Time drills are available to set up with customized target exposure times, cycle counts, and retriever. 7. With use of a WiFi network, remote access into the user’s range to run diagnostic assessments of the system to either remotely troubleshoot issues or recommend service. 8. Comprehensive trusted partner three (3) year warranty covering both parts and labor due to manufacturing or product defects. 9. Installation and shipping to the user’s site. 10. Delivery within approximately 14 weeks once drawings are agreed upon.
