Specifications include, but are not limited to: In order to enhance the City’s support of culinary arts, and offer a variety of high-quality options to event attendees at Butterfield Stage, the City of Rogers seeks to engage qualified food and beverage service providers to operate as concessionaires at certain Railyard Live concerts in 2024 held at 101 E Cherry St. To ensure variety and flexibility of concession options throughout the 2024 concert season while offering ample service opportunities to successful proposals, at least 2 and at most 4 different combinations of food and beverage service providers will be selected. Vendors are invited to submit a proposal, as well as past food and beverage service experience (resume). Successful proposals will be selected by the City of Rogers Parks & Recreation Department’s Office of Arts & Culture, with scheduled service dates coordinated between final vendors and the Office of Arts & Culture. Scheduling will attempt to offer as fair and balanced of opportunities as possible to each vendor. In case of weather cancellations, the City will attempt to equalize vendor programming opportunities as much as possible. Proposals must note whether they are only able or interested in providing food or beverage service, or if they are able to also provide, or only interested in providing, both food and beverage service simultaneously. Every event will require both food and beverage service, so a Vendor who is only able to provide food service will have to share the space with another Vendor who is able to provide beverage service. Beverage vendors will be required to serve as part of the Railyard Entertainment District, and will be responsible for procuring the necessary cups and wristbands to do so. Beverage vendors will also need to procure temporary alcohol permits through the ABC for each weekend they are scheduled to serve. Beverage vendors must show the ABC license to the Office of Arts and Culture at least twenty-four (24) hours prior to its scheduled event. Vendors shall be able to serve accessible options appropriate for the event such as handheld foods and other quick bites, a variety of popular domestic, foreign, and craft beers, mixed drinks, wine, and nonalcoholic beverages. Service speed should be considered as important as product quality. Proposals submitted shall be qualified to do business and licensed in accordance with all applicable laws of the state and all City ordinances. Pursuant to Ark. Code Ann. § 22-9-203, the City of Rogers encourages all qualified small, minority and women business enterprises to bid on and receive contracts for goods, services, and construction. Also, City of Rogers encourages all general contractors to subcontract portions of their contract to qualified small, minority and women business enterprises. The City of Rogers reserves the right to reject any or all proposals and to waive irregularities therein and all Proposers shall agree that such rejection shall be without liability on the part of the City of Rogers for any damage or claim brought by any Proposer because of such rejections, nor shall the Proposers seek any recourse of any kind against the City of Rogers because of such rejections. The filing of any Proposal in response to this invitation shall constitute an agreement of the Proposer to these conditions.
