Specifications include, but are not limited to: The North Dakota Game and Fish Department (NDGF) intends to make a noncompetitive purchase for chemical application of noxious weeds on District 5 Wildlife Management Areas (WMAs) using ground application equipment (UTV, ATV or pickup sprayers) as per specifications. Noxious weeds as declared by the State will be the focus of this contract. Spraying is estimated at approximately 250 - 500 acres per year. However, the volume of this contract is based on estimated quantities of spraying that will be required throughout the period of performance. Estimates are not to be considered as either a minimum or maximum, but rather an estimate based upon past and anticipated usage. The contractor(s) will be required to furnish actual requirements upon receipt of a work order. Chemical applications shall be performed using ground equipment with GPS capability. Sensitive areas such as wetlands, wildlife tree plantings, and legume based grass mixtures are in close proximity to noxious weed infestations that are to be treated, so caution will be necessary to avoid spray drift onto non-target vegetation. CONTRACTOR shall check project area to ensure no persons are on the site prior to spraying the area. CONTRACTOR shall apply pesticides according to label instructions and shall triple rinse, puncture, and dispose of pesticide containers in a legal manner. CONTRACTOR shall complete spray records daily for all spray applications as required in N.D.A.C 60-03-01-07. CONTRACTOR shall record GPS locations of spraying work while in progress and shall provide the STATE a shapefile of all spraying accomplished. CONTRACTOR shall conduct their operations in a manner that will avoid damaging property, crops, or grasslands on adjacent Government or privately owned lands. Particular care shall be taken to avoid chemical drift onto other susceptible vegetation that is not intended to be treated. Treatment of areas will not be done during periods when: The wind is blowing over 15 MPH; The temperature is over 85 degrees Fahrenheit; or Thunderstorms or rainy weather are imminent. Intended Source: Walker’s Lawncare LLC, 28 164th Ave NE, Hillsboro, ND 58045; Justification: The NDGF believes Walker’s Lawncare is only company interested in providing these services. Several years of competitive bidding have only yielded bids from this source. If other vendors express interest in providing this service, the NDGF will conduct competitive bidding.
