Specifications include, but are not limited to: The Project is located on the Ada County Landfill property at 10319 N. Seaman’s Gulch Rd., Boise, ID 83714. The purpose is to construct a third leachate pond to provide the storage capacity needed to accommodate growing leachate generation associated with the addition of new landfill stages. It will also allow the existing ponds to be drained for maintenance. Ada County’s goal is to contain all generated leachate and enhance passive evaporation by increasing surface area. The pond shall be located either to the east or west of current ponds within the operations boundary with a preference for proximity to the existing ponds. The consultant shall determine the exact location by evaluating cost, feasibility, and achievable volume. The County is seeking proposals from qualified engineering firms to design the pond. A Leachate Management Evaluation is attached as Exhibit 6. The design of the pond shall include the following features and components: 1. Hold no less than 2 million gallons with maximum volume dependent on budget 2. Increase evaporation through maximizing surface area 3. Base leak detection or an engineer recommended alternative leak detection method 4. A double liner 5. Gravel layer above liner 6. Pond shall be internally plumbed to existing ponds, and existing ponds shall be plumbed to each other a. Include electric pumps with a minimum capacity of 500GPM b. Back flow protection c. Include a conditioned pump house d. Include flow meters 7. Power drops at new pond and existing ponds at 220V for pumps and future evaporators 8. New pond shall be connected to leachate sump and pump system 9. Depth gauges and temperature monitoring equipment shall be included for new and existing ponds 10. Bubblers for evaporation Further information about the services and obligations required of the Consultant can be found in the contract attached to this RFQ as Exhibit 2. The selected Consultant for this Project must execute a contract in substantially the form as Exhibit 2. Consultant will be required to provide full-service consultation services for the proposed Project, including, but not limited to, the following: RFQ 24041 REQUEST FOR STATEMENTS OF QUALIFICATIONS – PAGE 3 • Review both the professional services contract and the construction contract so that Consultant can ensure that Consultant, and any subcontractors, can comply with the terms and conditions outlined in the contracts, including but not limited to federal requirements. • Refine Ada County’s existing Design Criteria. • Develop elements of high performance and sustainable design. • Because this Project is being funded by SLFRF program funds, the consultant will be required to, in addition to the other consultant tasks outlined herein, assist the County with an independent cost estimate and written justification for the Project. The written justification will address: o Description of the harm or need to be addressed by the Project. o Explanation of why a capital expenditure is appropriate. (For example, why existing equipment and facilities, policy changes, or additional funding to pertinent programs or services, would be inadequate.) o Comparison of the proposed capital project against at least two alternative capital expenditures and demonstration of why the proposed capital expenditure is superior. (Such comparison should consider the effectiveness of the capital expenditure in addressing the harm/need identified and the expected total cost (including pre-development costs) against at least two alternative capital expenditures.) • Assess safety and accessibility issues.
