The Delaware DNREC, Division of Waste and Hazardous Substances is seeking one or more qualified vendors to enter into contract(s) to complete financial analysis of environmental penalty assessments and other state receivables, provide financial expertise and consulting services, as well as any other financial analysis as required by the department. The estimated length of time for the contract is five (5) years, with one (1) optional extension for a period of one (1) year for each extension. Specific services are to be provided upon the issuance of task orders after agreed-upon costs for services. Services may include: A. Conduct in-depth financial analysis of environmental penalty assessments and other state receivables owed to the State of Delaware based upon State of Delaware and Department requirements for Ability to Pay. B. Provide expert testimony and settlement support, as required. C. Provide consulting support to include the development, review, and/or revision of existing Department and Division Standard Operating Procedures, policies and guidance related to financial analysis. D. Provide financial analysis and model training for department staff. Training opportunities must have the option to be conducted virtually.
