Specifications include, but are not limited to: 1. Strategic General and Business Planning A. Develop and recommend business strategies that maximize revenues to the Authority, including identifying non-aeronautical revenue opportunities. 4 B. Develop and recommend business strategies that maximize efficiencies in the business and operations of the airport. C. Provide best practices and recommend strategies that provide opportunities for the Authority to increase its value to the region. 2. Negotiation, Development, and/or Implementation of RFPs, RFQs, Leases and Development Agreements A. Assist in development and selection processes for concession programs, various leases, purchases and service agreements, through Request For Proposal (RFP) and Request For Qualification (RFQ) processes. B. Review business contracts and identify opportunities to reduce risks and increase leverage of the Authority. C. Advise on the Authority’s Airline Agreement with airlines, including implementation and interpretation of existing agreements and negotiation of future agreements. D. Develop land and facility rental and lease policies and procedures. 3. Rental Car Concession and Consolidated Rental Car Facility (in addition to applicable portions of #2 above) A. Assist management with determination of strategic business, finance, and policy objectives for the rental car concession program. B. Assist Authority staff in evaluating Customer Facility Charge (CFC) rate and recommending rate changes. C. Provide support to Authority with the presentation(s) and discussion of business and finance terms with the rental car industry. D. Develop terms and conditions for a “bridging” agreement to cover the period until beneficial occupancy of the new CONRAC facilities. E. Provide current best practices at other comparable/peer airports. 4. Air Service Development A. Provide periodic updates (monthly and quarterly) regarding airline and passenger statistics and trends at Norfolk International Airport and other airports as needed. B. Provide custom reports on an ad hoc/as needed basis. C. Assess the Airport’s existing air service and identify strengths and weaknesses. D. Identify viable air service opportunities for Norfolk International Airport. E. Support Authority staff at various Air Service Conferences. F. Support Authority staff during Airline corporate meetings. G. Support Authority staff in regional presentations as needed. H. Advise Authority staff on significant impacts or potential impacts to air service resulting from governmental actions (Capitol Hill, FAA, TSA, CBP, etc.)...
