Basic requirements from Vendors are: 1. Beginning of Contract Transitional Requirements: a. The Vendor, as part of its proposal, shall develop and deliver a scheduled transition plan, with firm dates to achieve fully manning all required positions. The Vendor shall designate a Transition Manager to provide updates on proposed personnel, training, and staffing abilities. b. The proposed transition plan must recruit for and address in order the following priorities: i. First, fill shifts with up to two (2) security guards (see App. G for further details). ii. Then fill three (3) shifts with two (2) security guards (see App. G for further details), 24/7, for internal response. iii. Optional positions (as defined in App. G). c. The Vendor shall propose and implement procedures that will ensure a seamless transition in providing armed security at the NHH. 2. End of Contract Transitional Requirements: This contract between NHSP and Vendor will include government furnished items, including office furniture, copiers, telephones, as well as government furnished information for which the Vendor must maintain accountability throughout the life of this contract. This includes incident/case reports prepared by the Vendor on behalf of NHSP and NHH. The following are requirements for end of contract transition: a. Vendor, as part of its proposal, shall develop and deliver a complete Transition Plan that addresses the present requirements of this contract, and identify future requirements for these services. Vendor shall designate a dedicated Transition Manager from the start to completion of Transition. b. Vendor shall propose and implement transition procedures that will ensure a complete transfer of NHSP/SOCPF/NHH functions, documentation, processes, and other data needed to provide current services from the current Vendor to the follow-on Vendor or entity. c. The Vendor shall propose processes and techniques for transferring stewardship of NHSP/SOCPF/NHH data from the current Vendor to the follow-on Vendor without compromising or disclosing such data. d. The Vendor shall develop a plan specifying firm dates by which services under this Contract will be transitioned and the follow-on vendor will be expected to perform in full accordance with current service levels. The Vendor shall maintain current service levels throughout the transition. 3. Other requirements (Refer to Appendices E and G): a. Vendor Security Guard candidates shall hold an armed Security Guard License pursuant to RSA 106-F and provide a current copy with their bid, along with all applicable qualification sheets. b. Vendor shall have posted a surety bond pursuant to RSA 106-F and provide a current copy with their bid.
