Specifications include, but are not limited to: 1. Regulation of Drivers: All drivers provided by the Contractor will have in his/her possession at all times their Commercial Driver License (CDL), California Special Driver Certificate, and medical card and shall upon request by CSDF Transportation Office staff produce such documents for inspection. Original documents are required - copies are not acceptable. All drivers provided by the Contractor will have in their possession a current driver's log book as required by statute or regulation and shall upon request by CSDF Transportation Office staff produce such documents for inspection. CSDF Transportation Office staff will have the right to remove any driver provided by the Contractor who does not have a current California CDL, and/or is physically unfit to operate a motor vehicle. This determination will be made by the CSDF Transportation Office staff and communicated both verbally and in writing to the Contractor. The Contractor is responsible for providing a replacement driver within a reasonable amount of time as determined by the CSDF Transportation Office staff, realizing liquidated damages for late service are applicable (Exhibit A, Article VI, Item 16). 2. Required Documents Upon Award of Contract: These documents are required to be provided upon award of contract and are required to be maintained and kept up to date throughout the contract term. Documents must be made available for inspection upon CSDF Transportation Office request, at any time during the contract term. The Contractor will provide, at the time of contract signing all reports, Training Records TO-2, and driver certification forms considered essential to the safe and efficient operation of the CSDF's Transportation Program. The Contractor must maintain all records throughout the contract term. In addition, the Contractor will automatically provide routine and emergency operational information as required within the contract to the CSDF Transportation Office. Failure to provide the documents will preclude the bidder from signing the contract and the contract award will be null and void. Such reports shall include, but not be limited to, the following:A. The most current California Highway Patrol (CHP) terminal inspection report from each terminal the Contractor operates and that provides vehicles in fulfillment of this contract. The reports shall clearly show the Contractor’s current carrier rating. A copy is acceptable. B. For each California certified school bus in the fulfillment of the contract, the Contractor must provide a copy of its current CHP issued school bus Contractor's license. C. Operating Authority granted by the California Public Utilities Commission (valid Transportation Charter A license). D. The Contractor will provide a report of all vehicles that are used in the fulfillment of this contract. The report shall contain but not be limited to the following: 1) Vehicle Identification Number 2) Vehicle License number 3) Company equipment number 4) Copy of CHP 292 inspection certificate 5) Vehicle age 6) Vehicle capacity 7) Department of Motor Vehicle Registration of registered Vehicle. A copy is acceptable. Temporary registration will not be accepted as operational. E. The Contractor will provide a photocopy of all drivers’ licenses, that are school bus certified, and are used in fulfillment of this contract. The Contractor will provide the certification with a list of names of its employees, who may come in contact with students, to CSDF’s Transportation Office upon contract approval. The Contractor will provide an updated list with the hire of staff that may come into contact with students. CSDF will request a list at random to ensure compliance. The Contractor will report any changes or driver’s status immediately to the CSDF Transportation Office. The report will contain but not be limited to the following: 1) A list of all driver’s names 2) CDL for each driver (No Passport or any other document will be accepted in lieu of commercial license) a) Number b) Expiration date c) Restriction(s) d) Endorsement(s) (must include Passenger Endorsements) e) Limitation(s) f) Class g) Driver training record TO-2 3) California Special Driver Certificate for each driver: a) Issue date b) Expiration date c) Restriction(s) d) Endorsement(s) e) Limitation(s) f) Vehicle type 4) Medical Card for each driver: a) Issue date b) Expiration date c) Restriction(s)
