Specifications include, but are not limited to: 1. Model 1. Base Case: In this Model the Contractor must evaluate the existing Bottle Bill (BB) and Recycling systems as they operate in 2024. 2. Model 2. Producer Responsibility Organization (PRO) managed BB: In this Model the Contractor must evaluate the Bottle Bill (BB) under an effective PRO-managed system, with no expansion of covered beverage types and no change to the deposit system. 3. Model 3. Expanded BB (EBB) under H.158: In this Model the Contractor must evaluate a Bottle Bill (BB) system managed by a Producer Responsibility Organization (PRO) through an approved stewardship plan as outlined in H.158 of 2023. Covered beverages are expanded to all drinks in liquid form and intended for human consumption, except milk, dairy products, certain plant-based beverages, infant formula, meal replacement drinks, and nonalcoholic cider.
